Low-Carbon Legal Framework in Brief

Industrial low-carbon policies are built on a structured regulatory foundation:

European objectives: carbon neutrality by 2050 and a reduction of at least 55% in emissions by 2030, as set forth in the European Climate Law and the Fit for 55 package.

French framework: the Energy and Climate Law and the Climate and Resilience Law translate these objectives into French law through the National Low-Carbon Strategy (SNBC) and its sector-specific carbon budgets.

Mandatory reporting: the CSRD requires greater transparency on carbon footprints, reduction pathways, and action plans.

2026 developments: full implementation of the Carbon Border Adjustment Mechanism (CBAM) and strengthening of European carbon market mechanisms, including the Emissions Trading System (ETS).
